We, the below signed organizations, denounce before the national and international community the aggressions to which workers from the sugar cane industry were subjected to early this morning, and we denounce that as human rights organizations we have been verbally assaulted and impeded in carrying out verifications of events by the National Police and the army.
The Facts
At 4. 30am this morning, September 25th 2008, approximately 130 troops from the Mobile Anti-disturbance Squandron (ESMAD), surrounded the Providencia (100) and Tumaco (30) sugar cane refinery plants, and without any reason attacked the workers with tear gas bombs, which were fired directly at the workers, leaving the following results:

We equally denounce that the human rights teams of Association Nomadesc, the CUT Human Rights Secretariat, and the Juridica Utopia Corporation, have been impeded from carrying out our mandate of prevention, protection and defence of human rights.
- We have requested information regarding the officials who are directing operations, but have received nothing.
- We have been prevented from taking photographs in order to produce a technical report regarding the disproportionate use of force and aggressions against the workers, to the extent that they have attempted to confiscate cameras.
- We have requested that the tanquetas (riot vans) used by the police carry identification marks, however no identifying marks make them identifiable.
- We also make clear that the use of tear gas bombs has been disproportionate throughout the whole strike, leaving at least 20 people seriously injured since the protest began.
We call on all of you to send the following list of questions to the Colombian government, to try and get direct answers regarding the motivations behind the attacks on the strikers:
1. Which state institution, and which representative of ASOCAÑA (the association of sugar cane companies), gave the order for the violent attack against the workers on the 15th September?
2. Which state institution, and which representative of ASOCAÑA, gave the order for the violent attack against the workers on the 25th September.
3. Which state institution, and which representative of ASOCAÑA, gave the order to impede the verification work of human rights organizations?
4. Which national army troops, which battalions, police commandos, and special commandos, are involved in the operations inside and outside of the sugar cane refinery plants, and which officials are directing the operations?
5. Which state institutions and private security organisms are responsible for filming and taking photographs of the sugar cane industry workers?

ESMAD ARREMETE CONTRA TRABAJADORES DE LOS INGENIOS AZUCAREROS DEL VALLE DEL CAUCA

Las organizaciones abajo firmantes, denunciamos ante la comunidad nacional e internacional las agresiones de las que fueron objeto en la madrugada del día de hoy los trabajadores de la Industria de la Caña de Azúcar y resaltamos que las organizaciones de derechos humanos hemos sido agredidas verbalmente y se nos ha impedido por parte de la Fuerza Pública: Policía Nacional y Ejercito Nacional, efectuar la verificación de los hechos.
LOS HECHOS
En la madruga del día de hoy 25 de septiembre de 2008, siendo las 4:30 a. m. tropas pertenecientes al Escuadrón Móvil Antidisturbios de la Policía Nacional, aproximadamente unos 130 efectivos, rodearon los Ingenios Providencia (Cien) y Central Tumaco (30), y sin razon alguna atacaron a los trabajadores con bombas de gas lacrimógeno disparadas a la humanidad de los trabajadores dejado el siguiente resultado.

Denunciamos igualmente que a los equipos de derechos humanos de la Asociación Nomadesc, la Corporación Jurídica Utopía, la Secretaria de derechos Humanos de la CUT, se nos ha estado impidiendo cumplir cabalmente con nuestro mandato de prevención, protección y defensa de derechos humanos.
- Hemos solicitado información de los oficiales que dirigen los operativos sin obtener resultados efectivos
- Se nos ha negado a realizar fotos para la realización del informe técnico por el uso desproporcionado de la fuerza y agresiones a los trabajadores impidiendo esta labor hasta el punto que se nos ha querido decomisar las cámaras.
- Hemos solicitado que las tanquetas exhiban una identificación y sin embargo no existen números de placas que las identifiquen.
Resaltamos que el uso de las bombas de gas lacrimógeno ha sido desproporcionado y ha dejado por lo menos 20 heridos de gravedad desde que iniciara la Asamblea Permanente con cese de actividades de los trabajadores de los Ingenios azucareros.
Solicitamos a todos ustedes enviar al gobierno nacional el siguiente cuestionario con el fin de obtener respuesta directa de las razones que motivan los atropellos.
1. Qué institución del Estado y cuál representante de Asocaña dio la orden de arremeter violentamente contra los trabajadores el día 15 de septiembre?. 2. Qué institución del Estado y cuál representante de Asocaña dio la orden de arremeter violentamente contra los trabajadores el día 25 de septiembre?. 3. Qué institución del Estado y cuál representante de Asocaña dio la orden de impedir la labor de verificación de los organismos de derechos humanos? 4. Qué tropas del ejército Nacional, que Batallones, comandos de policía y comandos especiales se encuentran a cargo del Operativo dentro y fuera de los Ingenios Azucareros y qué oficiales la dirigen?. 5. A cargo de que instituciones del estado, vigilancia privada organismos de inteligencia se encuentra la responsabilidad de realizar filmaciones y toma de fotos a los trabajadores de la industria de la Caña de azúcar?
